This brief considers the meaning of the Chinese-Russian "Joint-Sea 2013" naval exercise. While some argue that the political targets were Japan and the US, others suggests the exercise was only designed to frighten the Japanese during Japan's Diet election campaign. Ultimately, the joint-sea exercises themselves are not worrisome, argues the author, but the cumulation of the Chinese-Russian exercise regime and its lack of transparency may prove troublesome.
