This report discusses the Carbon Emissions Reduction Target (CERT) in the UK which placed a five year obligation on gas and electricity suppliers to reduce carbon emissions in the household sector through energy efficiency improvements. The authors examine the main aims of CERT, the measures installed, the carbon savings and homes treated, as well as the cost to households.
