This paper examines the progress made in negotiations on REDD+ during the 18th session of the UNFCCC Conference of the Parties (COP 18) in 2012. It discusses the outcomes at COP 18 and the agreements made over the outstanding decisions on modalities for national forest monitoring systems and forest carbon issues, as well as REDD+ results-based financing. The paper also highlights agreements on a work program for 2013 to be held prior to COP 19 and general agreement on the need for consultations to incentivize non-carbon benefits of REDD+.
