This paper discusses the general problems associated with integrating foreign citizens in Western countries. The authors specifically analyze the issue of migrant-development nexus and the role of local authorities in Italy. The paper advocates the implementation of "transnational integration" to improve the management of migration flows and to harmonize the integration of foreign citizens.
