This paper outlines ways in which national and subnational governments can join forces in the fields of climate change mitigation and environmental management. It gives suggestions for possible linkages in national action plans towards low carbon development in developing countries, using Thailand and the Philippines as an example. The authors conclude by highlighting the importance of stakeholders participating in the dialogue and interaction between national and subnational governments.
