This paper outlines the problems of transnational pollution and argues that, in order to tackle these problems, both China and Japan need to increase collaboration on energy and global warming issues. The authors suggest areas in which joint cooperation could be feasible and advocate a bilateral framework which gives political and economic incentives for both countries to participate.
