This paper analyzes whether local governments can promote international environmental cooperation by encouraging individual citizens to offset their carbon footprint. It particularly focuses on the effects of local subsidies on whether someone would choose to offset their carbon emissions. To do this, it uses a survey from a city in Japan which asked whether drivers of privately-owned vehicles would pay to offset their personal carbon emissions.
