This toolkit provides descriptions of conventional arms control issues in Africa and outlines the key elements of an Arms Trade Treaty (ATT) to be negotiated at the UN in 2012. It focuses on three core components of the prospective ATT, including its scope, criteria and implementation procedure. It also considers African obligations and commitments to regional and sub-regional small arms, light weapons and ammunition control instruments.
