This article analyzes whether international treaties, conventions, and norms are still of use regarding engagement and conflict in cyberspace, or whether they must be reinvented. The author argues that cyber conflicts and attacks may render issues such as nationality, neutrality and responsibility uncertain. In concluding, he contends that the problem of defining political neutrality in cyber conflict may well give rise to new norms of international engagement.
