This report provides information on issues involved in the implementation of the Safeguards Agreement between Iran and the IAEA in connection with the Treaty on the Non-Proliferation of Nuclear Weapons. The report concludes that Iran has failed in a number of instances over an extended period of time to meet its obligations under its Safeguards Agreement with respect to the reporting of nuclear material, its processing and its use, as well as the declaration of facilities where such material had been processed and stored. It states that Iran has made substantial efforts to master an independent nuclear fuel cycle, and, to that end, has conducted experiments to acquire the know-how for almost every aspect of the fuel cycle.
