This paper traces the growing activity of Sunni Jihadi groups in Yemen, Nigeria, Iraq and beyond. If governments are to deal with this threat effectively, the paper continues, they must address the local grievances that are inspiring locally produced violence. The governments must let go, in other words, of the idea that they are dealing with a hierarchical and structured transnational threat (al-Qaida) that never actually existed.
