This report provides information on issues involved in the implementation of the Safeguards Agreement between Iran and the IAEA in connection with the Treaty on the Non-Proliferation of Nuclear Weapons. The report concludes that although the IAEA has not seen any diversion of nuclear material to nuclear weapons or other nuclear explosive devices, the agency is - as of early 2006 - not in a position to conclude that there are no undeclared nuclear materials or activities in Iran.
