This paper discusses the Iran Action Network (IAN), a network of government and NGOs that seeks to preserve the Islamic revolution in Iran and to promote it abroad. The authors describe the three most important actors in the IAN - the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF), the Iranian Ministry of Intelligence and Security (MOIS), and Lebanese Hezbollah - and illustrate how these actors operate in several critical regions around the world and the types of threats they pose. The paper concludes with some recommendations on how to expose and damage the criminal foundations of the IAN.
