This paper examines the often contentious relationship 'Core al Qaeda' has with its affiliates, with a particular emphasis on the alliances and networks it has in Iraq, Northern Africa, Somalia, and the Arabian Peninsula. The paper also touts the benefits of pursuing counterterrorism strategies that focus not on the central organization, but on its not-always-subordinated affiliates.
