This report compares the role of illicit drugs in the peace talks between Colombian President Santos and the Revolutionary Armed Forces of Colombia (FARC) in 2013 to those with the FARC under President Pastrana in 2003. It examines the differences between the two president’s stances during the negotiations and suggests that these differences can be explained by the role and interests of the US at those particular times.
