This report examines developments in negotiations between the National Liberation Army (ELN) and the Colombian government. It looks at how negotiations in August 2013 between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) have led to an increase in ELN statements expressing their desire to start talks with the government. The author concludes that it is likely that the ELN and the Colombian government will eventually commence talks with the support of the FARC.
