This report looks at two different humanitarian crises: Cyclone Nargis in Myanmar in 2008 and the Balkans wars in the 1990s. In particular, the authors explore the ways in which countries and organizations in each region addressed humanitarian needs in these crises. They conclude by drawing lessons from these past experiences that could be applied in contemporary crises, especially the one in Syria.
