This policy brief examines the reasons behind various governance initiatives implemented in the India's Bihar and Jharkhand regions aimed at addressing the conflict with the ‘Naxals’ (left-wing extremists). The authors look at three concerns relating to the initiatives: 1) security and policing, 2) the needs of democratic development, and 3) the politics of social justice.
