This policy brief outlines five essential conditions for a successful transition to a more stable Afghanistan after the departure of foreign troops in 2014. The author concludes that the Afghan government should intensify efforts to establish friendly relations with Pakistan, assure transparency in elections, increase reconciliation efforts with the Taliban, strengthen the Afghan National Security Forces, and increase convergence of policies.
