This policy brief examines how reducing recruitment costs would help migrants, employers and governments. The author recommends that policymakers should target regulatory policies at recruitment practices, consider implementing maximum recruitment fees, develop incentives for recruiters to abide by regulations, and formulate standards in job descriptions.
