This publication provides an estimate of the number of human deaths in wars and conflicts in the 20th century. The author presents and examines the data in detail, and outlines contentious issues surrounding it. He further discusses several instances since 1990 when large numbers of deaths could unquestionably have been averted by international action. The monograph concludes with an analysis of the problem of international intervention.
