This report discusses the humanitarian response to the Syrian crisis. According to the authors, the US humanitarian policy is guided by: 1) concerns about humanitarian access and protection within Syria, 2) the large refugee flows out of the country that strain the resources of neighboring countries, and 3) an already escalating and protracted humanitarian emergency. The report concludes with the key challenges for the US Congress to consider when looking at funding and legislation to deal with the situation.
