This report examines the ability of the US Overseas Private Investment Corporation (OPIC) to efficiently use its tools to encourage international entrepreneurship. The authors argue that, as it stands, the OPIC is severely constrained by outdated rules and because many needed tools are spread across other federal agencies. Consequently, they provide recommendations on how to strengthen the OPIC and outline what a more efficiently-run OPIC could accomplish.
