If the US Department of Defense is indeed downsizing, how should it go about preserving at least parts of its industrial base? The answer, according to this brief, is to concentrate on a select number of core competencies. This means maintaining US nuclear capabilities and being able to conduct integrated combined-arms campaigns across the global commons. To support the latter ability, however, continued investments will also have to be made in precision strike, next-step cryptology, and realistic training.
