This paper explores how Cyprus, as a 'weak actor', used stronger allies in 2011 to strengthen its position in bilateral negotiations with Turkey. Indeed, during each round of talks the Cypriots networked with Israel and the EU to prevent Ankara from blocking their offshore explorations for hydrocarbons. Since this issue remains a fluid one, the paper concludes by arguing that Cyprus' networking strategy is a viable one and should actually be strengthened.
