This policy note examines post-secession state-building in Somaliland and South Sudan and reconstitution in Somalia and Sudan. The author argues that three distinctive processes are taking place in these countries: institutionalization, bureaucratization and democratization of the state. He analyzes these interlinked, yet distinct, processes and makes some recommendations on how the states should proceed.
