This article argues that a redefinition of the Eastern Partnership (EaP) beyond 2013 is needed in order to make the EU a more competitive player vis-à-vis Russia and China in the EaP region. The authors recommend three steps the EU could take to help achieve this objective: 1) reforming EU diplomacy, 2) creating a two-speed partnership strengthening the EU`s multilateral cooperation, and 3) better targeting policies at EaP societies.
