This paper takes the 20th anniversary of the Oslo Declaration of Principles as departing point for an analysis of the preconditions that could help set up a new peace process between Israel and Palestine. Following a description of the preconditions, the author contends that they are not likely to be fulfilled. He further states that the only reason for optimism is Europe’s decision to bar funding to entities operating in the occupied territories, thus putting pressure on Israel.
