This brief addresses public service access for the poor and explains how governance factors can constrain its delivery. The authors argue that both institutional capacity and politics matter for the more equitable delivery of essential services. They further describe how such an approach leads to changes in policy and practice and has significant implications for international support and the role of donor agencies.
