This paper is one of a series of quarterly monitoring reports (2013) which tracks the actions of five key regional actors - India, Iran, Russia, China, and Saudi Arabia - regarding Pakistan. It examines the development of and their participation in relevant international and regional discussion meetings. It also looks at their economic decisions and agreements, including, but not limited to, the energy and infrastructure sectors, which have potential implications for the identified sources of tension in Pakistan and the wider region.
