This paper discusses the effectiveness of drones in counterinsurgency and counterterrorism operations. The author looks at the proponents’ and critics’ arguments over the use of drones, and concludes that drones are a politically and militarily attractive way to counter insurgents and terrorists, but this in turn may lead to their use in situations where they are less likely to be effective.
