This brief addresses the agreement reached between the United States and Russia on a joint strategy to dismantle Syria’s chemical weapons. The author discusses the chemical weapons negotiations, the state of the Syrian civil war and Russia’s motivations in seeking a negotiated solution. Finally, he looks at the confluence of interests that may be uniting the US and Russia.
