This paper argues that the current multi-stakeholder model of Internet governance is illegitimate in too many eyes, and therefore must be transformed. As a first step, the new model must recognize that government has a valid regulatory role to play in this domain. Then, finding a workable balance between government and private sector oversight and articulating which stakeholder would be responsible for what would represent appropriate follow-on steps, or so the paper concludes.
