This report examines how the public and private sectors can work together to address the threat of transnational criminal trafficking and proliferation. The authors argue that, as tactical implementers of government-defined regulations, the private sector has a unique perspective on the threats posed and methods used by illicit procurement networks and other transnational criminal agents. This being so, it can play an important role in modernizing approaches to counter-trafficking and nonproliferation activities. The authors call for a recognition of the potential that non-regulatory, market-driven tools have to support the public interest and offer some recommendations to government on how it can improve it's relationship with the private sector on these matters.
