How should the EU respond to Russia’s human rights problems, especially given the repressive laws introduced during the current Putin regime? This report is under no illusions that the EU's ability to promote democratic reform and human rights within Russia remains limited, and that economic interests still trump values in its relations with Moscow. Nevertheless, working toward visa liberalization, further supporting civil society initiatives, and privileging more goals-oriented human rights consultations might go some way in helping support needed reforms in Russia.
