This bulletin examines China's '12 Measures' strategy to enhance cooperation with Central and Eastern Europe (CEE). The author gives an overview of the strategy which consists mostly of short- and medium-term economic pledges, looks at its state of implementation, and addresses some of the main challenges. She argues that the strategy fails to recognize the individual countries' needs and that the measures outlined were not properly discussed with the CEE states in the first place. She concludes by making recommendation on how to improve future cooperation.
