This bulletin explores the legality of an international intervention in Syria following the regime’s alleged use of chemical weapons. According to the author, both the Responsibility to Protect doctrine and the Security Council Resolution 2118 do not automatically authorize intervention in Syria. Any military action would need to be preceded by a thorough assessment of the threat, necessity of action, and proportionality.
