This paper discusses the upcoming November 2013 municipal elections in Northern Kosovo. It looks at the preparations and sentiment among the Serbs in the region in their run-up. It also forecasts four potential election outcomes, ranging from best- to worst-case scenario. The authors argue that the elections will be a litmus test for the Brussels Agreement and the normalization of relations between Serbia and Kosovo - they will also be an omen for the EU’s ability to impose stability in its backyard.
