This paper examines the complexity of negotiating global Internet governance and the decisions US swing states need to make about which governance method they should use. The author argues that the swing states may naturally lean towards a state centric model of governance, but value the benefits of being seen to embrace civil society and non-state actors, thus adapting to the open governance model.
