This paper assesses the threat emanating from biological weapons and bioterrorism. The author analyzes the evolution of biological weapons control since the ratification of the Biological Weapons Convention (BWC) in 1975 and the emergence of international bioterrorist threats since the end of the Cold War. The paper describes how since 2002 the US government has allocated almost US$30 billion in federal funding to counter anticipated bioterrorist dangers, but without conducting significant threat analysis on the matter. The author hence seeks to fill this research gap.
