This paper grapples with a familiar question – why should nuclear-armed states give up these weapons if they lag behind in conventional arms, especially in the cases of long-range conventional ballistic missiles and missile defense technologies? Given the obvious utility of ‘nukes’ in this context, the paper focuses on those factors that policymakers need to consider if they want to break the nuclear-conventional weapons link.
