This document is a transcript of a speech by Todd D Stern, United States Special Envoy for Climate Change, about the promise and challenge of developing a new international climate agreement. He calls for an agreement applicable to all parties, unlike the Kyoto Protocol, where obligations only applied to developed countries. Furthermore, he states that although national actions are the most important drivers of climate change, their response will only reach necessary levels if it takes place in a strong and effective international system.
