This paper analyzes the small border traffic (SBT) agreement between Poland and Russia, which allows local residents with permits to cross the border between Russia’s Kaliningrad region and several counties in Poland. The authors say that the SBT has benefited both countries in many areas and that the fears of increased crime in the border regions have proved unfounded. However, they also suggest that the SBT has revealed an array of challenges facing the two countries, such as the need to increase regional and intergovernmental cooperation.
