This brief discusses the appointment of Admiral Chie Yoonhee, South Korea's first Joint Chief of Staff not to be a member of the army. The author says that there are a couple of reasons why the new appointee is not from the army. First, South Korea’s national security environment has changed. Second, the changing security environment of the Korean Peninsula requires adjustments to the nation's military strategy. He then goes on to suggest that Choi Yoonhee should follow a more proactive military posture toward North Korea and enhance cooperative military diplomacy with China and Japan.
