This bulletin examines Albania's candidacy for EU membership and whether it will be able to implement the required reforms. The impediments, unfortunately, are familiar ones -- corruption, organized crime and poverty. In fact, the problems are severe enough that in order to 'keep the positive developments in Albania going', both the EU and its members need to support the reform process in key areas.
