This bulletin discusses EU border management and suggests some possibilities for reforming the EU border agency "Frontex". The author first outlines three negative trends in European border management and illustrates how Frontex falls short in responding to these trends. He then outlines a three step reform program which could make Frontex more efficient in its management of borders across the EU.
