This policy brief examines efforts by Eastern Partnership (EaP) countries to obtain visa-free travel to the European Union (EU) as well as potential blocks to such a deal. The author argues that, although security issues such as illegal migration remain a major fear for EU countries, smart border control policies, short-term employment opportunities and closer cooperation between law enforcement agencies in the EU and in EaP countries may prove a more efficient way to guarantee European security than visa controls.
