This paper examines the UN Secretary General’s 'Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse' put out in 2003 to address the problem of sexual exploitation and abuse during peace support operations (PSOs). The author focuses on the broad definition of sexual exploitation provided by the bulletin and concludes that in it's current wording, the bulletin undermines women’s agency and sexual autonomy.
