This report argues that if the US wants to reduce its nuclear weapons stockpile, it will most likely have to provide region-specific and non-nuclear forms of reassurance to its allies in Europe, the Middle East, South Asia and East Asia. Since such reassurances will continue to involve the fluid concept of extended deterrence, the report ultimately recommends that Washington should take no actions before it consults with its allies on the effects a self-initiated nuclear weapons reduction might have.
