This report summarizes the results of a crisis simulation exercise that took place at the South Asian Stability Workshop. (The latter occurred in Colombo, Sri Lanka, from 19-22 March 2013.) Since the exercise centered on India and Pakistan, its conclusions were sobering – 1) if a limited war was to break out in South Asia, it would most likely escalate into a full one, and 2) there would then be a ‘high potential’ for a nuclear exchange. After reminding us that simulation isn’t tantamount to prediction, the report concludes by recommending that more confidence-building measures be introduced into the region, and that its states should embrace strategies of restraint and détente.
